Is azelaic acid soluble in water, and can its solubility be improved?

Azelaic acid has poor solubility in water. Solubility can be greatly improved by pre-solubilising it in an organic phase based mainly on glycols, glycerin, poloxamer or surfactants such as alkyl glucosides. With this approach it is possible to obtain oil-free serums with a high concentration of azelaic acid (in the region of 10 to 20% by weight).
